How winners are picked.
When each draw opens we generate a secret random seed and publish its SHA-256 hash, so the seed can't be changed later. When the draw closes we list every entrant's tickets, hash that list, and pick the winning ticket with HMAC-SHA256(seed, ticket list hash) mod total tickets.
Anyone given the ticket list can recompute both hashes and the winning ticket.
